New AOP Submission Process to HIBC

The Ministry of Health and Health Insurance BC are making changes to the Diagnostic Facilities Services’ Assignment of Payment (AOP) and Medical Director Authorization forms submission processes. These changes are in compliance with electronic systems security requirements.

Starting July 26th, 2021, any Diagnostic Facilities Services’ AOP forms that come from privately-owned diagnostic facilities (and are approved to bill through MSP) must be submitted through www.my.gov.bc.ca/aop.

If you submit AOP forms, the site will require that you are authenticated through a mobile BC Services Card. The authentication is implemented first with privately-owned facilities that are approved to bill the MSP. After their requirements, health authority facilities will follow.

To submit an AOP form you’ll use your mobile BC Services Card. The mobile BC Services Card is a digital ID on your mobile device that proves your identity as you access the Diagnostic Services AOP Upload Tool. This provides a secure, fast, and simple way of proving who you are online.

If you don’t have a mobile BC Services Card, you’ll have to set one up before you can submit forms. 

The only personal information you’ll need to authenticate with a mobile BC Services Card to submit AOP forms is your first and last name. Once the submission has been authenticated with their mobile BC Services Card, the AOP form itself and the process for uploading documents will remain the same.

If you can’t set up authentication through a mobile BC Services Card, contact HIBC.AOP@gov.bc.ca or call 1-866-456-6950 to learn about an alternative method for submission.
